1. Overview
The Cult of Shadows is one of the oldest and most enigmatic organisations in Staterum. To some, it is little more than a whispered legend; to others, it is the unseen hand behind every misfortune in history. The cult thrives in secrecy, pulling invisible strings, weaving subtle webs of manipulation, and bending events toward their obscure end goal.
Though their actions are undoubtedly malicious, some misguidedly consider them forces of balance or even allies—largely because of their fierce opposition to the Cult of Excess. Such views overlook the cult’s true nature: the worship of the Void Vices, and the quiet corruption of souls to further their designs.
- Type: Cult
- Base of Operations: Unknown
- Core Purpose/Focus: Worship of the Void Vices; manipulation and conversion of mortals through secrecy and corruption.
- Reputation: To most, an urban legend; to the informed, an ever-present and terrifying force.
- Symbol: A black vortex with eight spiral arms radiating outward.
2. History
The Cult of Shadows is said to predate written history. Its origins remain shrouded, yet careful scholars claim its fingerprints can be seen across nearly every major calamity in Staterum’s past. Revolutions, betrayals, unexplained assassinations, and the collapse of dynasties have all borne hallmarks of their influence.
Unlike the brazen chaos of the Cult of Excess, the Shadows never appear directly. They whisper in halls of power, pit nations against one another, and erode trust from within. Whether their aim is dominion, destruction, or some unfathomable goal tied to the Void itself, none outside their inner circle can say.
3. Structure & Organization
The inner workings of the cult are as opaque as their history. Known fragments suggest:
- The Veiled: Rumoured leaders who commune directly with the Void Vices. Some speculate there are eight, one for each Vice. Others claim even they are but masks for a deeper power.
- Shadowsworn: Trusted agents placed in positions of influence—nobles, priests, merchants, or even mercenary captains—who quietly serve the cult’s will.
- Husks: Lesser members, often unaware of the full truth, manipulated into service through promises, threats, or gradual corruption.
Cells are believed to operate independently, bound only by shared doctrine and hidden symbols. This decentralisation makes rooting them out nearly impossible; even when a cell is destroyed, the greater cult remains untouched.
4. Culture & Practices
The cult embodies secrecy, patience, and corruption. Unlike the Cult of Excess, which thrives on spectacle and destruction, the Shadows prefer to erode their enemies from within. Their rites are performed in absolute darkness, their voices hushed, their oaths bound in whispers.
Conversion is slow and deliberate. Members often begin as pawns or “useful allies,” only realising their true allegiance after years of subtle indoctrination. To the Shadows, there is no need for open conquest; the quiet corruption of a single influential soul can reshape the course of history.
5. Key Figures
- Unknown
6. Geographic Influence
- Areas of Operation: Believed to be everywhere and nowhere—cells hidden across Siar’Morrin, particularly in courts, guilds, and religious orders.
- Allies & Enemies:
- Enemy: Cult of Excess – The only cult they openly oppose, though whether from rivalry or some greater cosmic balance is unknown.
- Enemy: Rift Watch – The Inner Watch has long treated the Shadows as their primary adversaries, though even they admit they know little of the cult’s true shape.

7. Resources & Capabilities
- Military Strength: None visible; their strength lies in manipulation, infiltration, and subterfuge.
- Economic Power: Impossible to measure; believed to act through proxies in guilds, banks, and trade houses.
- Special Assets: The cult’s greatest weapon is secrecy. Their ability to infiltrate, manipulate, and corrupt from within makes them nearly impossible to combat directly.
